The King appoints new Black Rod in ceremony at Windsor Castle

The King received two distinguished visitors at Windsor Castle on Tuesday evening in a quiet yet significant ceremonial transition at the heart of Britain’s constitutional life.

Sarah Clarke, who has served as Lady Usher of the Black Rod since 2018, was received by The King upon relinquishing her appointment. 

During the audience, she formally delivered the Insignia of Office, bringing to a close a historic tenure. Clarke was the first woman ever to hold the role in its more than 650-year history.

Shortly after, Lieutenant General Edward Davis was received by His Majesty to take up the appointment as the new Gentleman Usher of the Black Rod. 

During the audience, General Davis took the Oath of Office and was presented with the traditional Insignia, marking the official start of his term.

The office of Black Rod is one of the most ancient roles in the UK Parliament, dating back to 1350. 

Black Rod is the monarch’s representative in the House of Lords and is perhaps best known to the public for their role during the State Opening of Parliament, when they summon Members of the House of Commons to hear the King’s Speech. 

In a tradition steeped in symbolism, the door to the Commons is famously slammed in Black Rod’s face to signify the lower house’s independence. Only after knocking three times are they permitted entry.

Beyond the State Opening, Black Rod’s responsibilities include maintaining order in the House of Lords, managing access to the chamber, and overseeing major ceremonial events including lying-in-state arrangements for members of the Royal Family.

Sarah Clarke oversaw one of the most significant and challenging tenure’s in the role’s modern history.  She was in office during the Lying-in-State of Queen Elizabeth, the COVID-19 pandemic, and had to deal with Boris Johnson’s unlawful Prorogation of Parliament which saw MPs jeering her.

The newly appointed Black Rod, Lieutenant General Edward Davis, brings with him a distinguished military career, including service as Commandant General of the Royal Marines and Lieutenant Governor of Jersey.
